lest the idea of a municipality be carried too far, but the Unofficial Commissioners do not consider such foar would prove to bo well founded and would citc in support of their view the case of other Crown Colonics whore municipal government has proved successful and a direct benefit to the official government. Morcover, the direct control of things municipal by a Municipal Council would in all probability load to much better results than ero at present achieved with regard to the personnel employed,

the work done and the expenditure thereon. No doubt municipal control would not appeal to all those who served under

its nogis but the unofficial Commissioners believe that such

control would really only prove a disappointment to the dronos

and not to the workers. The Unofficial Commissioners have

purposely refrained from dealing with the question of the

constitution of any such Municipal Council as above, since they
